I am setting up a new (second) website which I want to keep semi-private. That is, I only want registered users to be able to visit it. I need to install some sort of user login script, obviously. But I am not sure where to start. For the moment, the new site is completely static; I don't require anything complicated.

You can use the Password Protected Directories feature of cPanel for an easy solution.
